In January 2016, the State Council approved the establishment of a national cross-border e-commerce comprehensive pilot zone in 12 cities including Shanghai. As a follow-up measure, in February 2016, the Shanghai Municipal Commission of Commerce and the Shanghai Municipal Development and Reform Commission formally approved the establishment of a Shanghai cross-border e-commerce demonstration park in the China (Shanghai) Pilot Free Trade Zone. For the establishment of a Shanghai cross-border e-commerce demonstration park, Li Liang, deputy general manager of Suning Yunshang Group Co., Ltd.'s overseas purchase division, stated that “Shanghai has always wanted to cooperate with the port. The main players listed in the cross-border e-commerce demonstration park were Waigaoqiao International Trade Operations Center Company, Waigaoqiao Logistics Center Company, Pudong Modern Industry Company, Eastern Airlines Logistics Company, Free Trade Alliance Development Corporation, and Shenzhen Deepwater Logistics Company.

These construction and operation entities all have relatively complete supporting infrastructure, have a clear service orientation, are in line with the construction standards of the Shanghai cross-border e-commerce demonstration park, and form a good “online and offline” with Shanghai’s cross-border e-commerce public service platform. The docking mechanism can provide integrated support services for enterprises in the park covering “one-stop” services such as filing of commodity companies, logistics clearance, and supervision and connection information.
