During the "Thirteenth Five-Year Plan" period, Lingang Songjiang Science and Technology Park will "hold one banner high, play two roles well, strengthen the three-wheel drive, and strive to achieve the four development goals":
One Banner: cross-region cooperation and brand linkage
Two Roles: Promoter of industry development and builder of urban renewals
Three-wheel Drive: Park development, large service system, and industrial investments
Four Goals: internationalization, marketization, professionalization, and standardization

We have formulated and implemented the multi-dimensional "Ten, Hundred and Thousand" Project, based around "industry (industrial economy), city (urban development), talent (talent clustering), new (emerging technology), innovation (innovation and entrepreneurship), and investment (investment finance)". The project strives to achieve the coordinated development of the industry, technology, talent, and innovation elements in Lingang Songjiang Science and Technology Park through 5 to 10 years of in-depth, phase-based implementation. The integration of the industry and the city is demonstrated in high profile and eventually achieves a development pattern of "one city of science and technology, ten leading corporations, one hundred high-tech enterprises, and 100 billion RMB of output".
